Air Council's

objection to use of Kai Tak for Hying school has been withdrawn but Council have stipulated conditions which I

have asked them to modify.

The matter is still under

discussion and efforts will be made to arrive at early

agreement.

Send copy of paraphrase this with copy of (13) short dft. marked

Secret and urgent to A.. ref.(11) and saying S. of S. will be glad

if an early reply can be sent thereto.
